“NCAA is not in possession of such” – NCAA denies having documented proof of Oduah’s car purchase

In a new twist to the controversy surrounding the purchase of bullet proof cars for the Aviation Minister, Stella Oduah, the Nigerian Civil Aviation Authority (NCAA) has reportedly said that it has no documents evidencing the transaction.

This was in response to a request by a lawyer, Femi Falana (SAN), to see documentation concerning the said purchase, and any previous ones like it, in accordance with the Freedom of Information (FOI) Act.

NCAA responded to Falana’s letter by saying that it was not in possession of any of such papers and so did not have the documents the lawyer sought.

Vanguard reports:

According to NCAA’s letter signed by its legal adviser, E. D. Chukwuma and dated October 23, 2013, with ref. No. NCAA/DG/F&F/Vol.11/2013/85, it stated that it was not in possession of any document relating to the purchase of the armoured cars for the aviation minister.

Also the body disclosed that it has no information regarding records of previous armoured cars for the aviation ministry or its ministers.

The letter reads in part: “I am directed to refer to your letter dated October 21, 2013 on the above matter and to inform you that Nigeria Civil Aviation Authority, NCAA is not in possession of any document relating to the purchase of armoured cars for the Aviation Minister, Ms. Stella Oduah.”

“With the regard to your request for records of previous purchase of armoured cars by the aviation ministry or NCAA, I am to inform you that the NCAA does not have such records.”

Meanwhile, Mr. Falana has said he is determined to take further step to compel the Durector General of NCAA to tender the requested documents.

In a telephone interview with Vanguard, Falana said he will today (Monday) file a paper to the Attorney General of the Federation, the Economic and Financial Crimes Commission, EFCC as well as the National Assembly which has commenced investigation into the matter.

According to him, the terse response from NCAA denied any document was repudiating the information earlier given at a press conference by the authority.
