From the video, the policeman above is seen negotiating on the amount of money  to be collected from the motorist he stopped.

The incident happened around the Egbeda area of Lagos where the yet-to-be identified police officer was stationed.

The officer was demanding for Dollar notes from the American even going ahead to show the man where he would change Naira notes to Dollars.
