If you ever for once thought you had heard the last from a former chairman of the House of Representatives Committee on Appropriation Abdulmumin Jibrin you thought wrong.

The lawmaker in the middle of the budget padding saga has returned.

But this time he is offering to lecture in higher institutions and Civil Society Organisations (CSOs) for free.
