Actually, partially open until we see the 33-page document the National Assembly has promised to upload online for citizens of the Federal Republic of Nigeria to see and analyse. But hey, Bukola Saraki and the 8th Senate has made some headway in this regard by finally bowing to the agitations of Nigerians for a transparent budget.
