The mounting Humanitarian Crisis in the North East appears to be another opportunity for fraud.
According to a document written in October, the Senate noted they were: “disturbed that already, we are losing so many of our children under 5 years to these extreme conditions in the affected areas; concerned that though on the 17th of November 2015 this Senate in recognition of the dire situation in the North East by its resolution raised the amount proposed by the Executive in the budget for the IDPs from six billion naira to ten billion naira; worried that the Presidential Initiative on the North East which was inaugurated by President Buhari a year ago to manage the crisis, is yet to show tangible result on ground with over half of the money appropriated to it released; worried also that notwithstanding the huge budgetary allocation by the National Assembly, and the various releases by the Executive as exemplified in the table below, including significant donations from many donors, the situation on ground is not cheering.”
