Is Paris Club refund the litmus test for restructuring?

The argument for restructuring has been that states will have more powers to determine their growth and development based on the resources at their disposal.

The present system of distributing to states from the FAAC has seen the Federal Government literally spoon feed the states, with the result being that many states who do not necessarily add to their purse get to benefit from the commonwealth of the nation.

But even with this, many states have defaulted on their basic responsibilities: paying salaries, basic education and health care.

For many Governors, the second tranche of the Paris Club fund is a welcome breathe of fresh air; though it is their money, collected from their states over twenty years ago. Though the funds are provided on the condition of some kind of deductibles on their monthly FAAC allocations, the billions are very much welcome.

With the joy among all governors for this central relief, it is hard to see them supporting the argument for restructuring in this climate of free money.
