Osun has a N1.5b deduction monthly to cover debt repayment. State has to renegotiate bond terms; lengthen the term and increase coupon.

The composition of IGR is also misleading. Most states depend on PAYE for IGR. When you don't pay salaries, no PAYE means less IGR.
