Phoenix Feeley, 33, told a Belmar Municipal Court judge on Thursday that her time behind bars was a “death sentence” for not paying a $816 fine after two back-to-back arrests for being shirtless in 2008.
Feeley, who was being held at Monmouth County Jail since Monday and was speaking to the judge during a video conference, said her food is “inhumane, grade four, less than McDonald’s,” according to the Asbury Park Press.
“You just filed a death sentence,” she told the Hon. George C. Pappas.

Feeley, 33, was fined $816 for two back-to-back arrests for bearing her breasts at a New Jersey beach in 2008.
Feeley, whose real name is Jill Coccaro and lives in New York City, was first arrested for being topless at a Spring Lake beach.
Feeley was arrested a short time later after cops spotted her again strutting topless on a nearby street.
But Feeley tried to fight the charges and refused to pay the fine.

“I refuse to pay the fines for an act that is legal for a man, but not legal for a woman,” she told Pappas on Thursday, adding that she had filed an appeal with the U.S. Supreme Court.
The artist, who also performs fire-eating acts, won a $29,000 settlement from New York City, after she threatened to sue over a 2005 arrest for walking topless down Delancey St.
But New York is the only state in the country where women can legally walk around topless. Other states that allow women to legally bear their breasts include several cities with bans.
Nadine Gary, president of GoTopless.org, told the Star-Ledger that Feeley plans a hunger strike during her time behind bars.
“We’re speaking about something symbolic,” Gary told the paper. “It’s a battle for all women in the U.S.”
